String const bundledDartApiDlContent

Portable self-contained dart_api_dl.c for SPM targets.

This is the complete Dart VM DL API implementation inlined so the SPM target has no dependency on an external path. Header files (dart_api_dl.h, dart_version.h, internal/dart_api_dl_impl.h) must exist in the SPM target's include/ directory — nitrogen link writes them there. Compiled as plain C (not C++) by SPM because of the .c extension.
