False for the whole of a push, pop or back-swipe. Taps are swallowed while a transition runs because the chrome is showing a blend of two routes' items, so acting on one of them would fire an action the user can no longer see. progress cannot answer this on its own — a pop begins at 1.0 — so the shell derives it from the route instead.
