Whether premium steps through premium without frost on its way to and from standard.

The iOS 27 frost (LiquidGlassSettings.frost) is the most expensive part of premium glass. With this on, the first step down from premium only switches the frost off (frostEnabled turns false) and keeps the premium shader, rim and lens; the next one goes to standard. On the way back up, standard steps to premium without frost first. Surfaces without frost look the same in both premium steps.
