Drives minimized from scrolling on the minimizable placement — the equivalent of SwiftUI's .tabBarMinimizeBehavior(_:).

When supplied it owns the minimize state and minimized is ignored; pass the same ScrollController to scrollController and to the scroll view the bar floats over, or drive the controller from a NotificationListener and leave scrollController null. See GlassTabBarMinimizeController.
