Whether the device PIN, pattern, password or passcode can unlock the key, besides a biometric.

This is the key's effective setting, which can differ from CreateKeysConfig.useDeviceCredentials: Android 10 (API 29) and older can't bind a key to both, so the option is ignored there and this is false.

Null when requiresAuthentication is false, on Windows, and on iOS/macOS for keys created before version 11.1.0, which didn't record the setting.
