Publishes a portal.

May throw AccessDeniedException. May throw BadRequestException. May throw ConflictException. May throw NotFoundException. May throw TooManyRequestsException.

Parameter portalId : The portal identifier.

Parameter description : The description of the portal. When the portal is published, this description becomes the last published description.
